Advice on tree roots lifting fence slab

My neighbor planted a tree just by the boundary of the fence at the back of the house which is now taller than the house. I've noticed the branches pushing back the fence. The concrete slab is now being lifted which I suspect is roots growing underneath my femce. I recently had flodding due to excessive leaves in my flat roof (the other tree right in front of my house is local authorities and leaves go on my roof constantly too). Dealing with two trees causing damage.
What advice can you give me? I'm having sleepless night. It's like fighting a loosing battle.

Have you discussed this with your neighbour? Ideally if the roots are causing damge the tree should come down.0
