Out of interest, why did you think that it wouldn't win at POPLA? i thought it was clear cut based on BPA guidelines.
Also, is there anything else to do, apart from filling that questionnaire, to complain about these practices?In regard to question - nothing any longer is 'clear cut' at POPLA. They make decisions that fly in the face of established law, or make statements that certain laws don't apply 'in POPLA'.I paid within 9 minutes of coming in, and that's because it took me that long to register and pay online due to no card payment facilities at premises.But, 9 minutes exceeds the ridiculous, recently amended, 5 minutes consideration period, now enshrined in the BPA Code of Practice, and POPLA would determine therefore that the parking charge was legitimately issued. Then there's even more for you to unravel, especially if PE use the decision as the green light to initiate court proceedings. Plan A success swerves all that nonsense.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Brilliant news! Yes pleas do take time out to do the two consultations with your own views as a victim who only escaped the conveyor belt of harassment by a landowner cancellation.
This is important for the MHCLG to see - in your case please spend time over the consideration periods section of the BSI PAS and think about when the 'contract' should actually start. When you drive past a hidden camera on an approach road, unbeknown to you? Or when you start to use the machine or download an app (not when it completes)? Any other suggestions...please add them and tell them about your experience in the comments about consideration periods.
