Travelling out of local area guidence

Hi, I live in Birmingham and would like to travel to derby to visit a friend? using public transport - train and bus.
Am I able to make that trip? or is that not allowed?

    If you live in the affected area and were unaware of the rules, then there's obviously something wrong with the way the rules are being communicated to the public

    But from my understanding you are still allowed to meet them outside of your home or garden - local park, cafe restaurant or pub?
