Initially I used to have problems texting 5 digit codes, and asked a question about this on the O2 forums. They were very helpful, and suggested I contact their customer services. They looked at my account and it seemed there was some kind of block in place which was there in case users texted expensive numbers mistakenly. The assistant removed the block, and now able to enter.
It might be worth contacting your network supplier, and seeing if similar blocks are placed on your account.

Thanks, I phoned customer care & was told that it can't come out of my texts bundle on the rocket pack I'm on, I have to top up with some credit first so I've topped up an extra £5 on top of my £10 that I normally top up each month & it's now sent.
