POPLA Appeal - Paid for full day but after 20mins grace period at Swanley park :CEL

Hi All i need some help with POPLA appeal. We had a group at Swanley Park but when we all tried to pay the app nor the telephone was working. we kept on trying during our stay and was successful after about 2hrs. We each paid the maximum for a whole day which is £3. We all received a ticket from CEL who are monitoring the park with ANPN camera. Appealed to CEL but as expected was rejected and now at the POPLA appeal stage.
