Can I Reclaim Over-Estimated UPS Import Fees?

    Well this is very disappointing. I felt comfortable of being able to claim back the overpayment, so I attempted to pay the fees yesterday, but it threw up an error. I tried again this morning and it went through and I received a confirmation email, however now when I look at my online banking and paypal, I now have 2x £36.72 fees 'reserved' and pending from my bank and paypal accounts. A phone call to my bank, the automated message said they cannot cancel payments over the phone, and it seems it is not possible to cancel a duplicate paypal transaction... 

    The Courier attempted to deliver the parcel today, I showed him all the correspondence I received in confirmation, including a UPS email saying I had paid £36.72, all the reference numbers I thought I had. Then the courier says because he hasn't got "a reference" he has to put this down as a 'unable to take payment' and this was the third delivery attempt. I didn't even get the invoice for the fees until the second delivery attempt!

    After the courier had left I rang up UPS to ask what on earth this reference was that the courier could not describe, the person on the phone said that it is the Paypal transaction fee, bearing in mind I have never ever had to quote this reference for anything before it was not exactly on the forefront of my brain. Bear in mind the only payment requirement on UPS' website is that the payment is made 30 minutes before the courier turns up, which I was well before. It seems like there is a massive disconnect between their HQ and the actual couriers. The person on the phone said they had rearranged another delivery tomorrow so hopefully the courier will accept this, if not only a supreme being would know what's going on.

    I wish I'd never ordered the parts now  :(
