Parking paid for but "delayed payment on entry"

How can it be that there is a limited time to pay for your parking?  It does say on the sign that "Full payment must be made immediately on entry" but surely this is not enforceable.
This is a PPS car park at Bovisand Park near Plymouth.  I paid the correct amount for the time I parked, just not in a timely manner.
Has anyone on here successfully managed to avoid the fine?

    Yes. Many many people... and by the way... it's not a fine.

    Sorry, yes, I have looked at that thread and understand that it is not a fine.  I do not intend to pay it but was wondering if this particular ruse of giving only a limited amount of time to pay is a common thing (I don't ever remember seeing it before) and, as it is blatantly designed to give them a constant stream of income, how others have fared having been caught by a similar clause in the conditions

    it is in the CoP they signed up to , so download and read the relevant CoP , there are only two , both containing grace periods

    when you realise its a business model to maximise profits from motorist victims and not proper parking management then you will see why we come here daily advising people (victims)

    there are a few Premier Park companies so be more spcific on which one it is, some are BPA members and others are IPC members , so expand on PPS means tell us their name and address etc

    I fully expect there to be similar clauses in the new MHCLG CoP being prepared by the BSI, currently at the public consultation phase this month , so add your comments to it asap

    The only mention of grace period I can find on the COP is referencing "a 10 minute period at the end of a Permitted Period of Parking".  There is no reference (that I can see on a skim-read) to a limited amount of time to pay the parking fee.

    which is why they issued the pcn, because that is the rule they are supposed to stick to

    in my or our opinion it breaks the CRA 2015 because people should receive a reasonable grace period to decide if to stay or go and be able to comply with the parking rules if they stay, hence why I recommended that you give your thoughts to the public consulatation whilst you can (this month only)

    currently its an unregulated industry, but you are expecting regulation , so make it happen

    13 Consideration and Grace Periods on Private Land
    13.1 Motorists must be allowed a sufficient Consideration Period so they may make an informed decision as to whether or not to enter or remain on the Private Land. If a Motorist chooses to reject the opportunity by entering or remaining on the Private Land without reading terms and conditions, they may be deemed to have accepted them immediately.
    13.2 Before a Parking Charge is issued Motorists must be allowed a Grace Period save and except when 13.3 is applicable. A Grace Period is a 10 minute period at the end of a Permitted Period of Parking.
    13.3 A Grace Period is not required when the Permitted Period of Parking does not exceed 1 hour providing that the signage on the site makes it clear to the Motorist, in a prominent font, that no Grace Period applies on that land. 

    Auntie Google found this.  13.1 means enter, find somewhere to park, read the signs, decide to stay, find the machine, pay or fiddle and faff about with coins, cards, pay-by-phone all with the "sufficient Consideration Period!"  This from a version that states "seventh edition - 2019"

    its not ideal anyway , but IPC members do not even consider that guidance from the BPA CoP !!

    rewrite the guidance and add it to the BIS and MHCLG comments from the public, what you think it should be , lol
  • We were there for a long period before paying for the parking.  We were supposed to be meeting some friends to go kayaking but decide that the surf was too big to launch there.   That's when we decided to leave.  In the intervening period someone cycled past telling us that we would get a ticket as we had bought one immediately.

    We arrived at 08:03 and left at 09:27.  Paid for a two hour parking ticket at 09:19 and therefore (in my mind at least) have paid the correct parking fee for the amount of time in the car park.
