Non-refundable Admin Fee

I am looking at booking a Chalet in France for next March. I am happy to do this accepting that Covid related cancellations could well occur. I was hoping that having some decent travel insurance in place could offset any risk. Now.
The place I am interested in has updated its terms and conditions, in their bid to offset their own risk. They no longer charge a booking fee as a percentage of the overall price. But instead a 'Non-refundable admin fee of £109 pp'. (This would not be on-top-of the actual holiday price, but make up part of it). The rest of the terms and conditions go on to explain that if there is a covid related cancellation, the holiday would be refunded.
Could the forum make a better guess at, should things go wrong how possible it would be to have this admin fee reimbursed via travel insurance? Its an odd concept, one that I am struggling to google research myself

Think that would depend on the insurance policy itself. Some will cover out of pocket expenses in the event the holiday is cancelled but some won’t. At least you have been warned you will
not get the admin fee back from the agents. Up to you if you want to proceed and try to find insurance that suits. I think I would wait a bit to see how things go but obviously then the prices could increase.0
