£100/£60 PCN notice to keeper from National Parking Enforcement LTD for 2 minute parking

I have read the newbie faq and could use clarification on my situation and way/basis to appeal due to english not being my first language.
I have received a PCN as per title for parking for 2 minutes and 2 seconds on private land with following reason: Vehicle Not Parked in Allocated Parking Bay. The PCN is for my partners name - the car owner while I am second driver on the policy. I parked to do a quick shop in a corner shop like I did few times previously. I was informed in the past by shop staff I am fine to use this carpark. After receiving the PCN I came back to take a closer look of the parking signs and found that one of three types of signs informs that I must park in a bay that is assigned numerically to the business (4 businesses are sharing this car park) I am visiting, which I did not unfortunately. Provided CCTV evidence shows the car is parked in bay for one business but I am shopping at another. The shop owner and staff prefers not to be involved. I understand I should have take a closer look of all the signs to make sure I am parked correctly although considering the time I stopped for and the fact the car park was half empty and all what I did is parked on wrong number make this fine quite excessive. I would like to know If I have any basis to apple. I understand that I might fall into grace period rule although as I chose not to read all the signs that might not apply as per IPC code of practice. As the shop don't want to be involved I understand I should appeal to the parking company (IPC member). A template letter would be very helpful as the one size fits all one doesn't seem to apply to my situation. Any advice would be greatly appreciated.

Send it without change - no additions or alterations needed.
Send it as the keeper - i.e. in your partner's name.
At no time give away the identity of the driver.2 -
No appeal 'works' for any IPC firm and so it really doesn't matter what you send, so send the template; it is not there to 'win' an appeal.
No need for any more advice, you know from the NEWBIES thread post #3 already, NOT TO TRY IAS. And not to post about debt letters (post #4). See you if you get a court claim.
Keep all paperwork for 6 years and tell NPE of you move house (yes, over six years you must tell them).AND - please now make a real difference - A TASK FOR SEPTEMBER.
No worries that English isn't your first language, make sure you tell the Government how you feel about extortionate £100 fake charges from ex-clamper firms. Please do the below!
The Government is (this month only) consulting about a new statutory code of practice (CoP) and framework to rein in the rogue parking firms. Read and comment on the draft CoP proposal and the enforcement framework consultation, and get everyone you know to do the same.
You will need to register to comment on the CoP and enter an occupation even if you are retired or a homemaker, but otherwise it is easy to navigate, and comment upon each section/subsection individually. You can save comments to edit later and or submit comments once you are happy with them.

At the very least, we say the parking charge level should be £50/£25 or higher level £70/£35, as per Council PCNs in E&W.
And we say the added fake 'debt recovery' costs are just double counting the cost of letters, and MUST GO because that is unfair and illegal.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and darfts have beenopened for publc consulatation,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, under new legislation but until this is done you should still complain to your MP, citing the new legislation.
