PPC Moving House


Apologies if this has already been asked, I have searched and couldn't find a similar question
Back in November I received, as registered keeper, a PCN. I ignored it believing the PPC having no valid claim. More letters came which I also ignored.
Now I am about to move house, and in the process of packing found unopened letters from a debt recovery firm (the PPC has clearly sold this on). They all threaten CCJs etc, but the final warning was in March. I know the debt recovery firm can't do a thing and as it was over 6 months ago and haven't yet received anything from the court but I do need to update the PPC with my new address.
My question therefore is: is this likely to trigger the PPC to look into this again and try and file a CCJ? And how should my address updating letter look - should reference the original letter or just give my name, registration number and new address?

The PPC has clearly NOT sold this on , they are prohibited from doing so under their Kadoe contract with the DVLA
The PPC has employed them as a sub contractor on no win , no fee , they usually do
The PPC cannot file a CCJ , they can issue an MCOL court claim within 6 years in England and Wales , 5 in Scotland
Email their DPO with your new details and proof , like a copy of the updated V5C or 2 recent redacted utility bills as proof of I D under the GDPR law
Do the same with the DPO at the debt collectors too

You must tell the PPC your new address = simple. Email their Data Protection email given in their 'privacy' page.
AND - please now make a real difference - A TASK FOR SEPTEMBER.
The Government is (this month only) consulting about a new statutory code of practice (CoP) and framework to rein in the rogue parking firms. Read and comment on the draft CoP proposal and the enforcement framework consultation, and get everyone you know to do the same.
You will need to register to comment on the CoP and enter an occupation even if you are retired or a homemaker, but otherwise it is easy to navigate, and comment upon each section/subsection individually. You can save comments to edit later and or submit comments once you are happy with them.

At the very least, we say the parking charge level should be £50/£25 or higher level £70/£35, as per Council PCNs in E&W.
And we say the added fake 'debt recovery' costs are just double counting the cost of letters, and MUST GO because that is unfair and illegal.
