Post Office Home Phone stalemate re mobile charges

Hi there, my mum has Post Office Home Phone and pays for inclusive calls. She's just had her bill and has been charged for calls to my mobile. They appear on her bill as 'Premium Mobile'. She has mobile calls included in her package, and has no problems with other mobile calls she's made to other people. When she's queried this, the post office have told her she was charged because my mobile "is not registered in the UK", whatever that means. I've had the phone for years, I've had the number for years, both bought and resding in the UK, haven't been abroad with it for 18 months, with a normal 07xxx prefix.
Any ideas? They won't accept that this is a normal UK mobile - they escalated the matter to a supervisor, but he agrees that my mobile is not registered in the UK....

07x on its own doesn't indicate a mobile number
070x are personal numbers
071x, 072x, 073x, 074x, 075x, 077x, 078x, 079x are mobile numbers
076x are pagers
07624x are Isle of Man numbers
I can't find it now, but there is also a subset of numbers that are Channel Islands, and these don't count as UK mobiles for most tariff purposes
