Flashed by camera, no follow-up

I hear a lot of people say that they've been flashed by a speed camera only to not get any follow-up paperwork.  Why is this?  

Now cameras no longer use film, surely there's no excuse for the driver to not receive a ticket.  Or do cameras fire a warning flash if the car is only going a little over the limit?

Or are all the people who say this lying and hiding the fact they got caught?

    Seems unlikely, why lie about getting caught, when it is easier to lie about being flashed, or simply not say anything.

    More likely, in The Parts of the Country That Don't Matter (i.e. not London) where the streets aren't paved with gold, there isn't enough money to upgrade to digital, and most of the cameras either ran out of film in 2015, or are dummies.

    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))
  • There's also been reports that some are dummy units set to flash only and some have been known to randomly flash even when there is no car there

    It's possible that some cameras are not precisely calibrated and borderline cases where the speed is over the limit but under the threshold for prosecution are not acted on. There may be times when the photograph fails to record sufficient evidence for a variety of reasons. Sometimes equipment malfunctions or servers go down so data is lost. Sometimes people unwittingly buy stolen cars with cloned numberplates...
