My mistake.  As it was so long ago I assumed I had told CSP via Tell Us Once.  Having dug out the paperwork I see that I did in fact inform CSP directly within the same time frame of 48 hours.  So yes, they were correctly informed.  But thank you for all the helpful comments.
If you have evidence that you informed CSP at the time, and they acknowledged receipt of your notification, I would ask them why it has taken so long to request repayment.

If you don't have evidence  - as others have asked:
do you still have bank statements from your late father's account?
do you still have the closing statement, showing any payments in received after he died?
If you have neither, you could ask the bank to let you have copies - you would only need to cover a couple of months following your father's death.

What does your Executor estate records show?

Have you been told exactly what this amount covers & why they believe it was overpaid.  It may well have been sent to the bank & rejected & been sitting in their "holding" bank account.

If you informed them then it would be reasonable to make a complaint about the length of delay in their informing you, and ask them to waive the sum as a gesture of goodwill, given that they failed to respond within a reasonable time of being notified of his death.

However, as executor it was your job to ensure that all debts were cleared, and so the money should be repaid, you don't have any legal right to keep it.
All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)
