UKCPS charge - which route to contest?


I have received a NTK from UKCPS along with a picture of my car on double yellow lines with the hazard lights on at Bilbrough Top Services. There were no signs, the car wasn't obstructing anything and the car was there for approximately 5 minutes whilst an occupant of the car (an 86 year old female) used the toilets of the nearby McDonalds because despite being signed as a services, there was just a selection of individual shops and a car salesroom and no actual services. The photo was taken by someone in an unmarked car who, ironically, parked behind my car. I know this as the occupants of the car wondered why this car had stopped and if they were lost trying to navigate the services too.
The notice came through a week after the incident and I'm unsure how to go about contesting - as far as I see it I have two options a) mitigating circumstances in that the passenger needed to use a toilet as a health requirement or b) there were no signs saying we couldn't park on the yellow lines and they have lost no money by the car being there are there as there was no paid-for car park therefore the charge is disproportionate?
I have read the newbie thread, but the first section of dispute seems to have been covered by the recommended action requesting a photo etc?

Plan A - complain to the services/McDonalds. Plan B, use the blue text appeal to UKCPS. No need to mention who was driving except it was The Driver.2

Where did you read an option was to appeal about mitigating circumstances?
DO NOT READ THE MSE ARTICLE NOR USE THE TERRIBLE 'APPEAL' THAT MSE RECKON PEOPLE SHOULD DOWNLOAD.
Have you read the NEWBIES thread on this forum which tells you what to do? IPC firm, no appeal will work, etc ...no paying...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Thank you all. I have read the newbies thread but as the first example letter includes asking for photo proof and they have already sent this to me with the NTK I wasn't sure what the next option was. I have read about the mitigating circumstances on various other forums/sites around parking charges. They seem to have gotten the letter exact to the POFA requirements
I'm struggling to find who the landowner is as it just says "private roadways Bilbrough" on the NTK, but I will complain to the McDonalds and also the other amenities on the site. I will also write to my MP.

I'm slightly confused about the 14 day periods on the newbies thread.... as I now have the NTK should I go ahead and complain straight away to their web link on the letter or do wait around for a while?

As you've got the NtK, get on with the initial appeal. Just use it as is, trying to tweak or customise it won't help. As it is UKCPS will know you're receiving forum help.But there is no silver bullet with an IPC operator (other than a landowner cancellation), so just hunker down for the ride, which could last 6 years. Come back in the unlikely event of receiving a court claim.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Do you know that you have all the photographs?
