I am posting this as I am close to paying a £60 reduced rate before the 14 day period expires simply out of frustration and annoyance as to the complexity of appealing and/or fighting this in court. To add to that my initial post got deleted on my phone before I had a chance to post so now I am re-editing this.

I received a notice to keeper which refers to a charge issued for "Delayed Payment on Entry".
The car park in question is managed by Premier Parking Solutions using an ANPR system. 10 minutes is allowed for entering the car park, parking and paying for your parking. In this instance it took 13 minutes and that is why the charge was issued. £2 was paid for "up to 24 hours" of which only a portion was used. I believe this is relevant but correct me if I am wrong. 

There are a number of issues including people obstructing the signs, Covid Social Distancing and phone signal to download the app. Eventually parking was paid for using the Ringo App 13 minutes after entering the car park. 

The car park in question is in Cornwall, but unfortunately I am not, so cannot make an evidence gathering trip to photograph signage etc. 

I am mostly concerned about any future repercussions which could come from not paying this fine, such as having my credit record affected if I end up with a CCJ that I am not aware of. For the sake of £60 it seems like a price maybe with paying to avoid the hassle and time that this could end up as (having already spend the best part of a few hours reading up on this).

    Premier Parking Solutions is a member of the IPC. The site appears to be owned by a local Community Interest Company, possibly by the local football club. The site in question is Withy Field in Porthleven.

    I have checked the IPC code of conduct and although it mentions grace period it doesn't mention a specific time, it is also unclear whether the initial 10 minutes is classed as a grace period or not.

    No one on this site will recommend that you pay, you are merely feeding the scammers (as mention in parliament) and defending is the way to go.  Since they are IPC there is no second appeal but have you at least  a) complained to the landowner or b) sent the standard blue text appeal you will find in the NEWBIE sticky?  Providing you keep your address up-to-date on your V5C and advise the PPC if you move and providing, if it gets to court and you lose, you pay the judgment before the deadline, you will not get a CCJ and certainly not without having received a letter before claim and formal court claim papers.  Read the Sticky again.

    No, you are not. 

    No-one on here is that naive, you just need to read the NEWBIES thread and see it as the scam it is.   

    Paying a private parking charge just funds the next few and perpetuates the scam and sets an awful example for any adult, to children and teenagers in the family.

    AND - please now make a real difference - A TASK FOR SEPTEMBER.

    The Government is (this month only) consulting about a new statutory code of practice (CoP) and framework to rein in the rogue parking firms.  Read and comment on the draft CoP proposal and the enforcement framework consultation, and get everyone you know to do the same.

    You will need to register to comment on the CoP and enter an occupation even if you are retired or a homemaker, but otherwise it is easy to navigate, and comment upon each section/subsection individually. You can save comments to edit later and or submit comments once you are happy with them.

    At the very least, we say the parking charge level should be £50/£25 or higher level £70/£35, as per Council PCNs in E&W.  

    And we say the added fake 'debt recovery' costs are just double counting the cost of letters, and MUST GO because that is unfair and illegal.

    Please be heard.  You can bet the hundreds of PPCs will be commenting.
