Latest advice for Scotland - Private Parking Charge

Could someone point out where the latest advice for Scotland is, as i'm a bit out of touch. Basically someone ( not me) picked up our daughter in my car and waited 10 mins 30 secs on her coming out.  Advice was always ignore previously - is that still the same.

    YES. IF THE EVENT TOOK PLACE IN SCOTLAND OR NORTHERN IRELAND, WE SUGGEST YOU DO (ALWAYS!) COMPLAIN TO STORE MANAGEMENT IF YOUR PCN IS FROM A RETAIL PARK, AND SEND THE USUAL TEMPLATE APPEAL FOR YOUR CASE, NOT SAYING WHO WAS DRIVING. HOWEVER, DO NOT TRY POPLA BECAUSE POPLA (IN A CASE THAT TOOK PLACE OUTSIDE ENGLAND/WALE) WILL REQUIRE YOU TO STATE IF YOU WERE DRIVING OR NOT, AND THAT IS THE ONE THING NOT TO DISCLOSE.
    So appeal by sending a usual template not stating who was driving - things have changed - wasn't in a retail park, but outside a pub, so I guess first part doesn't apply.

    Yes it does apply. Complain to the pub, but of course not giving away the driver's identity.

    Still no keeper liability in Scotland , despite their new transport bill

    This will change , sometime in the future

    Of course the company is likely to turn down the appeal

    Currently there is no what then , except ignore debt collector letters but not anything under the simple procedures claim via a sheriff court

    Nothing.  Which PPC?  Only VCS have tried many cases in Scotland, and only when a victim outs themselves as driver.

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the

    scammer extra costs, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
