Have you a debt payment plan with the first supplier ? They can't block any transfer but NPower can if you owe them money.Never pay on an estimated bill. Always read and understand your bill1

No they can't. Does something make you think they are trying to?
If it sticks, force it.
If it breaks, well it wasn't working right anyway.1 -
I dont have a payment plan in place yet but am going to arrange one. The supplier I was with, their prices are ridiculous and they basically threatened to switch me back to them at my current address is they can take the debt off my meters0
