MET asking for driver

I received a parking ticket whilst I was in a restaurant. I parked my car in front of the shops because the owner said it’s fine to park it there. I received a PCN at 7pm because of parking on pavement. There is absolutely no signage about this when you enter the parking space or where I parked. I used the appeal template and MET has asked me to identify the driver or they won’t consider my appeal. I told them they don’t need to know who the driver is but they are just saying random bs
