PCN from euro car parks

I have received a PCN serves as your notice to keeper. I am a taxi driver who was dropping someone off and nipped to the loo. My “stay” was 13 mins and 15 seconds. Is it still an “invoice” or do I have to pay? Many thanks. Paul.

Yes it's an invoice , a PCN , from a private parking company
Read the newbies FAQ sticky thread near the top of the forum
Also download the BPA CoP and read clause 13 , grace periods , which is not more than 10 minutes and certainly not 13 minutes

You only have to pay if a judge says so , you should have validated your stay with the owner of the premises at the time2 -
However, no-one pays ECP.
