UKPC Unsure what to do next.

My friend was visiting me and managed to get an invoice from the clowns that are UKPC, I helped her using the standard appeal letter and posted it off within 14 days recorded delivery. She didn't hear anything back until for over a month and then got a letter from Debt recovery plus (cowboys).
Timeline
7/6/20 - Alleged parking infringement
19/6/20 - Appeal submitted (posted recorded delivery)
10/8/20 - Debt recovery letter received.
Unsure where to go with this now to be honest, Any input would be greatly appreciated.

You need to be reading the NEWBIES sticky thread.
Sending anything by Recorded Delivery - replaced some years ago by Royal Mail's Signed For service - simply allows the intended recipient to refuse to sign and then what do you have - proof of non-delivery.
It looks like UKPC will deny receiving you appeal if asked.
Follow the guidance in the NEWBIES thread.3 -

Chances are there was nobody there to sign for it , due to covid the postie's sign it , so a waste of money , proof of posting from the post office is what should have been done (especially if it's gone to a P O Box number)
Appeal online again , as keeper , plus complain to the BPA online , attaching a copy of the receipt2 -
It was signed for and I have the POD.0

I repeat:It looks like UKPC will deny receiving you appeal if asked.Do as Redx suggests - appeal again - this time online.2

I'd complain to the BPA and show proof that UKPC signed for the appeal, and tell them you received no answer except a DRP letter.
Please now make a real difference - A TASK FOR SEPTEMBER.
The Government is (this month only) consulting about a new statutory code of practice (CoP) and framework to rein in the rogue parking firms. Read and comment on the draft CoP proposal and the enforcement framework consultation, and get everyone you know to do the same.
You will need to register to comment on the CoP and enter an occupation even if you are retired or a homemaker, but otherwise it is easy to navigate, and comment upon each section/subsection individually. You can save comments to edit later and or submit comments once you are happy with them.
https://standardsdevelopment.bsigroup.com/projects/2020-00193#/section
You do not need to register to comment on the enforcement framework which can be found here. It has a link on page 5 to make comments.

At the very least, we say the parking charge level should be £50/£25 or higher level £70/£35, as per Council PCNs in E&W.
And we say the added fake 'debt recovery' costs are just double counting the cost of letters, and MUST GO because that is unfair and illegal.
Please be heard. You can bet the hundreds of PPCs will be commenting. No apologies for repeating this vital 'call for action' to consumers, on every thread this month!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

UKPC in general are just another mickey mouse parking company. If you have proof your appeal was signed for, they did not respond and failed to give you a POPLA code not go the stupid DRP route ??
