    Would all this depend on if the number of people is stated in the agreement with the agent?

    Not sure i fully agree, presumably a holiday rental business has to bring in some measures to comply with Covid so if they've let the house to a group of 12 they'd be operating irresponsibly if all decided to turn up and accept they may be fined. If you're then restricting the numbers entering then you're no longer correct in advertising it sleeps 12. Appreciate it's very difficult for both parties but I'd expect a compromise so it's potentially a lower price.

    I don't quite get the responses here, and I may well be wrong in my thoughts. I have booked similar "large scale" accommodation in the past, with the intention of bringing several households together. Such properties are often promoted on the attraction of their large
    capacities. Owners took money for, and provided accommodation for a large group. I am not sure they can now blithely walk away from the deal they made. Hopefully it can be resolved amicably, one way or the other.

    Perhaps.

    The property offers accommodation for a large group, and that is still being provided. The OPs problem is that the sort of people they are bringing appear to breach the wider rules.

    The owners aren't trying to walk away from the deal - they're actually the ones trying to stick to it.

    The accommodation is still being provided.

    You are unfortunately incorrect in your thoughts - while it may be an attraction of this type of accommodation, it's not explicitly sold as the one reason for booking such a place. 

    The owners took money to let out the property for a set period, the group size and any other details (including restrictions) are not of their concern. They're sticking to the deal, the people who booked the accommodation are the ones trying to walk away. 

    This is a job for insurance (if adequate cover was taken), not one for the owner to bear.

    No it wouldn't.
    In England the maximum is 6 people from multiple households or more than 6 if from a single household.

    Not really, owners are taking money for the property they are providing, it isn't of interest to them how many people go (other than over filling for insurance purposes)  But anybody could book one for themselves if they wanted to even if it slept 20.

    Yes it would. Support bubbles are still allowed, where one household has a single adult plus children. They can become part of another household called a support or extended household.
