    No idea about percentages.  It will certainly have had an effect in 2020 on pretty much all companies. As long as they get through the pandemic economic effects, then it's only the rogue parking firms who have anything to be concerned about, going forward, in terms of the new statutory framework consultation being run by the Government.  

    It is the rogues who need to be stopped from their worst conduct against consumers and by advising here, regulars play their part in making a difference, not seeking to end the industry.  No regular here said there was no place for parking management (in some locations, there is).  In fact it would be worse if the industry was driven underground with no rules affecting them.

    If loads of (genuine) consumers and consumer groups said in the consultation that they feel that £50/£25 and £70/£35 is the correct level and that no fake 'debt recovery' costs can be added to that (echoing what MPs said in the House of Commons) then we would be getting towards a business model where PPCs are not incentivised to go to court and more people would likely pay.

    I thought that some years back, the government/DoT expressly forbade councils from accounting money raised from PCNs as income ?

    If so, then they have lost nothing at all.

    I would guess that the figure for some PPC's would be higher especially the ones that operate in airports, train stations, shopping centres etc. The revenue from parking/stopping at EM airport could be particularly hit. Karma is such a b--ch. >:)

    I agree, lockdown when it started was lockdown in private car parks, pubs, airports etc. 

    The dodgy legals can only but suffer , we will see a lot more OLD tickets full of errors and fake claims where the legal has missed the point, more wasting of the courts time and more spankings.

    The court claims for old tickets, or even more recent ones, are not a source of profit for the PPCs. They have to pay fees to the likes of Gladstones, BW Legal etc, and even when they win in court, they make an overall loss. They only bring the claims because, if they didn't, it would become common knowledge that all the threats could be safely ignored.

    Their main revenue and profit is derived from the majority of people who pay up when they first receive the PCN, or the follow-up chasing letters. During the April - June 2020 period, when car usage (and therefore car park usage) was down by a massive amount compared to normal, their revenues would have dropped off a cliff, but their costs would have stayed the same, and big losses would have been incurred for that quarter. You can see that by looking at the vastly reduced number of new posters seeking help on this forum over that period.

    I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx.     I can see that their capacity to issue tickets will have fallen drastically during lock down.

    Not many people are back in their offices either and probably will not go back on a full time basis again. People who have not shopped for groceries before Covid are continuing partly because they want to retain their ability to secure a slot in the future.

    Some PPC's will start to dig up old claims in desperation. Excel and VCS had a spell of this recently. Their actions are a bit like those flies that whiz around madly before they suddenly drop down dead.

    At LBC stage, if PPCs had to re-offer appeal (like ParkingEye do, by giving POPLA codes if people respond then) fewer cases would got to court.  There is so much people need to address when doing comments to the public consultation but every little helps, as Tesco say.
