PPS Cornwall

I’ve just received a £60 “fine” for not purchasing a parking ticket within 10 mins of arrival at the car park. They say I arrived at 9:46 and left at 13:44.

This is true however I purchased a ticket at 11:17 via Ringo which was for 24 hours so we’ll and truly covered the period we were there.

The “offence” was 24/08 and their letter dated 02/09 which arrived on the 11/09 to the owner of the motor home we hired.  We’ve been sent a copy of the letter by the owner of the motor home we were in as obviously we’re not the registered keeper.

What should I do? Should I wait to get a letter from PPS or appeal based on the copy letter?

The owner of the motor home must respond to the PPC and formally pass liability to you as the hirer of the vehicle. Simply him sending you the NtK to deal with doesn't resolve the situation for him - he will remain liable and will continue to receive correspondence, including a potential court claim in due course. In fact, passing the liability to you as hirer, gets him completely off the hook and gives you the very best chance of beating this.

The NtK will have details for hire companies to follow.

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
