Ne Parking LTD windscreen PCN

Hi everyone, long story short: we parked car near the private house late evening, because there was a sign saying car park spaces £10 per week with phone number, couldn't ring as phones died and was late. Came back the next day to get the number and PCN was there. Rang the number, was told that he can not cancel it as its to do with the parking company now. So we have tried to appeal it before 14 days but unfortunately did it wrong as haven't mentioned the name and address and they replied after couple of days so now it's on full price which is £100 instead of £60. Emailed them asked to reduce price because our first attempt was made before 14 days, but they dont care. Shall we wait for postal NTK? Shall we appeal now? Not sure if we want to get upto court stage :/ also on our attempt of appeal we haven't provide any details, did it as a driver and signed it as the driver, but did it from my email address :/

Which parking company is it?  Where is the car park?  Is it a parade of shops?  Is it residential?  Do you live there?  Were you visiting someone who lives there?  You might find some useful help in the NEWBIE sticky, your first port of call for advice.

The company is called NE parking LTD. It was in Blackpool, private house with 3 car spaces near it. We parked there, coz it was closest available parking near our hotel. Elsewhere was full. Shall we try  to message landowner again even tho he said he can not do anything about it.

NE Parking seem to be IPC members so even if they allowed your appeal to be submitted, it would likely be rejected.  Their kangaroo court is not worth trying so sit back, wait for debt collectors' letters and letter before/of claim.  You might do some research around the parking area in the day light, check out the signs.  Is it a private estate or just the side of the road?  Cannot understand why three houses would want parking scammers infesting their area.

The land owner said NE parking is renting the car spaces from him, thats why he can not cancel the fine. Unfortunately I am over 100 miles away of Blackpool now, but there was some signs with private parking and charges if no parking permits displayed ect together with the one saying parking spaces £10 per week. Should of rang in the middle of the night and paid that tenner, but didn't it will happen so quick :/
As I understand I will receive a NTK by post, shall I appeal then with like mitigating circumstances? Probably won't gain anything anyway.

No mitigating circumstances will work so just use the blue text initial appeal template from the NEWBIES FAQ sticky, first post.  Then wait to see if they issue court proceedings any time in the next 6 years.

If you want a bit of research work to do, take a look at the company details on Companies House register. Rooted in the Hartlepool boxing and night doormen scene. A younger person by the same name from that area might or might not be related. Google away.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Appeals will be rejected, so no point including mitigating circumstances.  If the landowner has employed NE Parking to control the parking spaces, of course he/she can get them cancelled.  He should just look at this contract with them.

Been in touch with landowner again, no help whatsoever. Been told that's out of his hands and not to get back in touch with him again :/

No worries.  Do exactly as the NEWBIES thread tells you.  Your case is no different than any other IPC case and the appeal will be rejected, but do NOT write it yourself.

The only thing I would do differently, is attach a cheque for £15 to cover the tenner and the DVLA fee and one letter.  Send it by post and get proof of posting but NOT SIGNED FOR.

This is what the NEWBIES thread is for.  Yawn, ignore them after that, no asking about IAS stage or debt letters please!  BTW that will return the cheque, so please be ready for that and no asking what to do when they do that.  Just keep it all as evidence that you tried to settle it.

No-one pays £100 or more to a PPC and if you didn't know that IPC firms offer no appeal worth trying, read the 3rd post of the NEWBIES thread as well as the first post about appeals.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
