Flexible furlough - pay for hours worked

My husband has been on flexible furlough since 1 July, but his employer has only paid him 80% of his salary for the hours he's worked (topped up with 80% from the flexible furlough scheme) in July and August. After querying it with his employers this week, they've asked him to 'find evidence on the Government website' that they have to pay him his normal rate of pay for the hours he's been working - otherwise they don't believe him (!!) and will continue to pay him at 80%.
Paying him at 80% of his normal rate actually takes him well below national minimum wage too.
We've been trying to find 'official' guidance about paying employees their normal salary for hours worked, but all we can find on the Gov website is how to calculate furlough payments... not that you actually have to pay your staff their normal rate for the part-time hours they work.
Can anyone more 'in the know' point us to any official guidance? Otherwise they're just going to ignore my husband's query with them.
He has had no written agreement from the company about flexible furlough - just the original furlough agreement from March.
