National Parking Enforcement Ltd

Hi, I’ve read various posts already relating to similar issues and more than anything, just wanted to double check I’m giving my father the right advice.
My father is a taxi driver and was dropping an NHS worker off to their place of work approximately second week of March '20. When stopping outside the NHS building, not realising at the time, he parked on double yellow lines. 
 

I have blocked out as much information as I can but if the information is useful, he was parked for 5 minutes and 4 seconds.  His passenger chose to pay by card as opposed to cash which took slightly longer.

After reading up on National Parking Enforcement Ltd it appears they have not yet taken a single case to court. I have also read that you get a 10 minute grace period to review signage to ensure you ‘wish to enter in to a contract’, can someone elaborate on this for me and does this apply here?

Finally, would I be correct in saying he can either appeal or ignore the letter, but his best option would be to ignore the letter until/if he receives an LBA?

    IPC member , so check what the IPC CoP says about grace periods, because that is the rule they should be applying, I doubt that its ten minutes but check

    nobody should be ignoring any NTK, the newbies thread tells people what to do with BPA mambers and here with IPC members

    its appeal once , as keeper , then ignore, AFTER plan A has been tried , until the LBC or MCOL stage

    read the newbies thread , top of this forum in announcements

    NPE have 6 years to try an LBC and then a court claim

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    A taxi driver will surely know they CAN allow someone to board or alight on double yellows on street?  This is not a mistake on the driver's part.   This is perfectly OK normal driving activity, not parking and not a breach of anything real.  However, this is private land so the rogue make up the rules and change the meaning of double yellows!

    As you say, NPE are benign but in the IPC so there is no appeal that will work.

    More importantly (because the appeal is futile and he must then ignore them...can he do that?) please can you both - and everyone in the family - individually please do this:

    Please now make a real difference - A TASK FOR SEPTEMBER.

    The Government is (this month only) consulting about a new statutory code of practice (CoP) and framework to rein in the rogue parking firms.  Read and comment on the draft CoP proposal and the enforcement framework consultation, and get everyone you know to do the same.

    You will need to register to comment on the CoP and enter an occupation even if you are retired or a homemaker, but otherwise it is easy to navigate, and comment upon each section/subsection individually. You can save comments to edit later and or submit comments once you are happy with them.

    At the very least, we say the parking charge level should be £50/£25 or higher level £70/£35, as per Council PCNs in E&W.  

    And we say the added fake 'debt recovery' costs are just double counting the cost of letters, and MUST GO because that is unfair and illegal.

    Please be heard.  You can bet the hundreds of PPCs will be commenting.
