Challenging tax band in new build

But the LA don't set the banding, only the VOA can do that.

yes, however LA can only charge Council tax in a tax band has been assigned by the VOA. So what happens with new builds is that the LA assigns a "temporary council tax band" until the VOA does their bit. 
Quite logically, the LA officer I talked to on the phone said.. right so we have a 3 bed semi, all 3-bed semis in your ward are tax band C irrespective of selling price, age, or number of bathrooms.
I assume VOA is using selling price to justify a higher tax band, even though not even 5-bedroom+ properties in my area are tax band F.
