Not much you can do, unless your travel insurance covers you for such a scenario.2

Lanzarote is currently included in the FCO advice against all but essential travel to Spain, so if you booked pre-COVID and purchased travel insurance at the time then you might be covered but they'll probably wait until at least 30th September before saying whether they'll pay out as the FCO advice might change before then.
There may also be the option of moving to a Ryanair flight next year, depending when you booked: https://www.ryanair.com/ie/en/useful-info/no-change-fee1 -
Ryanair won't refund if the flights are going ahead. Did you book a package holiday? Not sure as to why the hotel are saying you can cancel. Are they closed? Did they say, with a refund of payment? Anyone can cancel anything but whether they get a refund or not is a different story. If you booked a package holiday and your hotel is closed then your travel agent should refund you the lot.0

Not sure what there is to advise - you’ve had a refund for the hotel and not the flights which is more than you were entitled to by default.Your health conditions are not the concern of the tour operator; they’re your own and if you choose not to travel it’s your loss to bear.0

My daughter had a holiday booked to Tenerife with OTB - no medical issues but hotel closed and the alternative offered was deemed as a significant change. OTB refunded hotel but as Ryanair were flying we've had to claim on insurance for flights - Still awaiting AXA's decision.
Surprisingly airlines and tour operators don't have to cancel on the FCO advice - according to a reply I had from the FCO, it's advisory.
If you don't have insurance them I'm afraid you won't get anything back from Ryanair0 -
