Can I claim Housing Benefit living with a friends family?

Hello, according to benefit calculators it is saying I can claim Housing Benefits, due to my friend has a spare room since their brother moved out and it would help the house hold if another moved into help with paying rent. Due to myself and my friend both on JSA and their Mother works part time. Would I be able to claim housing benefit?
The brother used to help with paying half due to working full time. Since when I asked the work advisors they seems to be unsure and I have not come across any solid information on if I can or can't in my situation, or if I cant not why?
The house is a council house.
Any information on if I am able to or if I can after a certain time period or if anyone else can would be much appreciated.

If you don't meet these you would be looking at making a Universal Credit claim
