We've just had a new incoming water pipe installed between the meter and our internal stop-!!!!!! and the contractor was meticulous in his pre-survey before he started digging and boring to ensure that there was no danger of damaging any other underground services.
AFAIK the responsibility to ensure that it's safe to dig is down to the person who is doing the digging and it will therefore be their responsibility to pay the cost of reinstatement.
Have you checked whether you can recover those cost from your house or building insuranceNever under estimate the power of stupid people in large numbers0
