...Suzuki Ignis 2004..High beams wont work in certain situations ?? pls advice

Hi All,
I have a slight or major (no idea) problem with my high/dipper beams. I have a Suzuki Ingis 2004 model.
what happens is,like in most of the cars even if the ignition is off, your temporary high/dipped beams will still work, by seconds of pulling or pushing the stick.  mine Dont work.
Say its night time, I sat in my car and switched on all the dashboard panel light...so of course my high/dipped beam also should work when the indicator stick is pulled front wards.,but it dont , It only work on 1 situation, if the indicator stick is pushed backwards ONLY IF all the lights are open in the dash board panel. so if i was to temporary high /dipped beam (which is usually pulled towards the driver) to someone in broad day light for them to cross the road etc etc, i cannot. In day light or night time time, to use the high / dipped beam, i have to 1st switch on all the lights in the dashboard and then push the indicator stick completely backwards back wards (away from the driver), then only it works & the high/ dipped beam stays on......ggggggrrrrrrrr....in simple words, my temporary (pull & release the stick front wards) for temporary high/dipped beams dont  work.......
I dont have a clue what to do. Nothing about this is in the manual. Can the very experienced people out there give advice please.

    So your high beams work when the lights are on and the lever is pushed down, but won't "flash" the high beams when the lever is pulled up?
    With them working like this, it suggests everything at the headlights is working ok.

    Sounds like the switch on the lever in the steering column.

    Sounds like that's how it should work. It's how it works in our Fiat.

    Oh, sorry - it doesn't flash on the pull? Switch.

    I guess it's possible the "Flash" part of the High Beam is on it's own relay and that's blown. The normal High Beam could be on another circuit that's still working.

    ...very true...but mine don't do that. when the lights are om, pulling the stick does nothing...pushing it, will stick there and high beams will work...but when lights are all OFF the high beams does nothing at all...whether you pull of push.
