PCN because I couldn't find a space


After some advice - whilst on holiday recently visiting a very popular beach, we entered a busy car park and waited 20-30 min before finding a space. We then unloaded the car and purchased a ticket for 3hrs using the phone system. There were signs in the car park stating that "extra time can be purchased at the machines before exiting the car park" We stayed on the beach for 5hrs, but knew that extra time could be purchased later. Before exiting the car park we purchased an additional 2hrs but we couldn't 'back-date' the purchase. In summary we stayed for 5 and a half hours, but purchased tickets for 5hrs (but at slightly different times to what we were actually there - hope this all makes sense?)
I've had a PCN which I've appealed in writing along with evidence of the signs mentioned above, and screenshots of our tickets. The car park was monitored by ANPR cameras. The appeal has been rejected by IP parking as we hadn't purchased sufficient time, despite me clearly stating that we wouldn't purchase a ticket whilst we driving around/waiting for a space(in case we didn't get a space)
Do you think I have a case here(if so what next?) or should I pay the £60 requested before it increases?

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Did the NTK PCN comply with POFA ??
If it did and insufficient time was purchased (5 hours paid for with an overstay of 30 minutes on top , making 5.5 hours on site) then any appeal is based on grace periods , no landowner authority etc
I understand the issues regarding waiting for a space , but it is popla or a court that you have to convince , eventually1 -
