Why is it so hard to send files to an Android TV box over wifi, and is there fix?

Ok, just setup an Android TV box to replace an aging WD Live TV box.
With the WD it showed on the home network and clicking on it brought up the attached HD's. I could then just drop files on them and they'd transfer over.

The Android box doesn't even show on the network!  I've found a number of apps that say they'll enable this, most them don't work at all. One requires you to scan a barcode on the Android device before it'll even start to work and as TV boxes don't have camera...  The odd one's that I have got working have the slowest transfers I've ever seen. 
A 500meg fie on the WD would take 4 to 5 minutes to transfer over. I've had times of over 3 hours show up using a browser interface to move files!

Is there some sort problem with Android that just stops it receiving files over wifi?
I'm using a W10 PC and a box running Android 9 and, as I said, using the same wifi network the WD box works fine and fast...

    Can't you use Google Cloud Drive on the Android box in a file manager such as ES Explorer? Google Cloud Drive works on my Nvidia Shield TV, mainly used to watch shared video.

    There is a program called File Manager + and one of its free features is to make your android device be an ftp server, and on your pc install Cute FTP to drag and drop files. To be honest for small stuff  200 meg or less I use Pcloud, because it is easier, but to transfer multiple films File Manager + is the best and fastest way

    I've installed both apps. I've given FM+ access to an HD and a USB stick attached to the box, but when I connect to it with Cute none of the attached storage shows up?  The Android default dir's are all there but nothing else?
    It's only showing the DIR that FM+ calls Main System. There seems no way to get Cute to move up one more layer in the dir tree?
