A house near me put up a 1.8m fence a couple of years ago and were told by the council it had to be removed for the same reasons you mention as they were on a corner.  It was originally a fence with a concrete base panel + a wooden panel on the top.

Their solution was to remove the fence panels and sell them as almost new on facebook marketplace, leave the concrete base in place and use an angle grinder to cut the concrete posts down to the height of the base.  He did tell me that one option was to cut the concrete posts down and replace the panels with smaller ones so it was only 1m high but he wanted a higher barrier.  As council said a natural barrier was ok (cant remember the exact term) they decided to plant some quite tightly packed greenery just behind the 1ft high concrete panels and in a couple of years it has now grown to not far off the height of the original fence.
You have already mentioned plants and I guess there may be occasional maintenance with that solution but I thought id mention this as it doesnt seem to have taken long for the one near me to have grown.
Thanks. Our fence is a bespoke one, wooden posts and each slat has been nailed to the frame. Worst case scenario is we will have to cut it all to 1 metre high so then I will need to plant something for privacy and my garden is going to be open and not secure. I rang the planning dept they said 1 metre is fine and no objection to bushes. It’s all a bit daft in my eyes as it will all be the same height in the end. She said planning will probably be refused but I’m going to submit it anyway and pray that I might get lucky before cutting it all down.
  • So the fence is not on the boundary and you've stolen some council-owned land?
I'm surprised they noticed, but having noticed, not surprised they've objected!
Are there any covenants associated with the deeds to your property eg restricting the height/type of boundary fence/hedge?
If you're not sure, read your Title deed (£3 here).
If not, then Planning law is all that applies. See
OK so I misunderstood and the fence is in the right place.
But the rest of my advice stands. Have you checked your deeds yet, and have you read the Planning rules?
