Hi
i parked in car park that this company run. But I parked in a section that is privately owned and not run by them. I returned to my car after work tonight to find a privacy notice on my car windscreen.

Can anyone tell me what this is please and what I do now?
Is it them trying to scare me because they have no jurisdiction there or is it a precursor to a fine?

its the latter, except they cannot fine you , or me , or anyone else , so its a precusrsor to a postal notice , an invoicebut they could send you a pcn in the post , known as an NTK2

Excel are known scammers and probably desperate for cash due to covid.
You say that where you parked is not run by Excel. How do you know and can you prove it2 -
DVLA allow privacy notices.
They shouldn't though, it is ridiculous what the DVLA think is OK to appear as if it's a 'soft ticket' and that MNPR is a thing, such that operators can then obtain keeper data early, without cause.
We need to include in our responses to the MHCLG that NOTHING apart from a genuine 'warning' notice (no PCN to follow - they are fine) or an actual Notice to Driver, can be served on a car windscreen.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They have form for this sort of thing and it has been costly for them. Not likely to back off. You need to obtain some good photographs of the car park and signage.
Operative probably has not met their target for the day and some people are likely to just pay up. It's a try on.
If you are correct that you were not in their section of the car park then they would be very foolish to pursue this.
