Voter Registration - confused how to do it

I have just moved into a property and there is a letter addressed to the occupier from the council about voter registration. 
Reference is CF.
Do I use this form to register to vote or do I do it online? Or do I need to complete both?
I was registered to vote in the UK when I was at Uni but since then I have not registered again - Its been over 10 years since I registered to vote-  have been working and travelling abroad and never really was interested in voting. 
I cannot remember the last UK address I was registered to vote at - will that be a problem? 
I have the council tax in my name if that makes any difference?

    One or other. Just tell them who is currently living in the property. Where you used to live isn't relevant. Nothing to do with your council tax.
  • the letter you have received tells you what to do, read it again.
    you are the current occupier of the property, you have a legal duty to complete the form, either saying yes, this is who I am and I want to register or you lie and say no one lives there. 
    Note, as it tells you in the letter, you will fined if you do not give any info to the council 

    Voter registration has nothing at all to do with council tax, and just because your council tax record exists does not mean the council voter registration can use that info - you must inform the council via the process explained in the letter: online or by snail mail.

    voter registration is an annual exercise, your uni address is now an historic irrelevance

    you are legally allowed to register at more than one address for voting. The restriction is you are told what elections you can and cannot vote in, for example, you are not allowed to vote in parliamentary elections in more than constituency, that is voter fraud. I have no idea how they check if you try it, but when you register to vote the info you get explains what you can and cannot do, please read it.
  • I intend to complete the form or forms - I do not want to be fined or be charged with an offence. 
    Having read the form again it seems that I need to complete the form and then also complete a separate registration for myself to vote. The form doesn't register me to vote I think.
