You jest of course. To get that would require a lot of work to get your ISP release the info. Even if they would given no crime has been committed.

Run a check on your IP and see what it gives.
Mine is about 200 miles from where I live & I do not use VPN

It just makes the process longer. Have you reported anything this year?

Probably not, because people cannot be bothered, so the system for reporting should be easy.

They get people ringing 999 to waste police time, but do they put a charge on that number?

Unless their vehicle is on a toll road, no driver or RK has paid to use the roads. They may well have paid vehicle excise duty but this isn't road tax.

My husband phon d Crimestopprs to report someone who was parking all day on the pavement at a busy T junction While   working next door... Yellow lines prevented him from parking on the road. He blocked the pavement requiring pedestrians to walk into the road to get past. 
Ten minutes later he got a call back ( from this 'anonymous  service") asking him if he would go and ask the person to move and not park there.
After he declined they sent an officer to 'have a word'.

Why don't you just  go and speak to your local councillors and or MP instead of trying to hide, if you want something to change then you need to make it change and that may make you unpopular.  Change requires a set of cojones.

This is one of the things that annoys me about people these days always asking why should I give information, challenging authority, they are the Police and are asking to ensure it's not a crank call.
