PCN for not registering vehicle making a delivery

    Please tell us the full name of the parking company since there are several with similar or even identical initials.

    Nothing makes a PCN invalid. The 14 days is irrelevant if the scammers know the identity of the driver.
    You mentioned the IAS in your initial appeal so the BPA are not involved.

    UKCPM are not 'PCM'.  Your first post is really confusing due to this.    Of course you are entitled to deliver and you were relying upon a verbal contract and also checked inside and had express permission that you were OK to park to deliver.  Easy one to defend in court.
    Sorry, Typo, its UKCPM ( too many acronyms)

    So permission from the restaurant owner is enough.... as Debt Recovery Plus has a difference of opinion...Thank you

    sorry, yes its UKCPM ( to many acronyms) UK Car Park Management 
    I cant remember what I put in the appeal, are you entitled to a copy? as the details have been taken off the paymyticket website it refers me to  Debt Recovery Plus, I may have said I was making the delivery not confirmed I was the driver.
    UKCPM state they are members and operate (allegedly) in accordance with the IPC code of practice, UKCPM to in the appeals rejection letter stated that I could appeal through IAS.
    Its all a bit confusing and I'm not sure what to do next, other than write to the land owners to state I had express permission from the restaurant owner to deliver and that the PCN was issued outside of the 14 days and see if that has any impact.
    Would writing to IPC saying they are not working to their code of conduct ( assuming UKCPM arent)

    No matter what you say to UKCPM, it won't work. The IPC won't help you when their prime role is to protect their members. It will take a Judge to decide on the rights and wrongs at a hearing, probably next year. You must hunker down for a lengthy ride. 

     ..... unless you can get a landowner cancellation which will kill it off immediately.

    You can email a SAR to the DPO at ukcpm to obtain copies of documents , your appeal , photos etc , that is your entitlement

    A landowner cancellation is best

    A complaint to your MP is more about the situation , the Mhclg are currently having consultations on changing the system for the future , so it's more about obtaining changes to a corrupt industry

    The IAS is a waste of time , I cannot see an IPC complaint working either

    Court has the ultimate decision to make , if the landowner or managing agent doesn't get it cancelled

    Nothing....

    After they reject my appeal, land owner said contractually he couldn't revoke PCN. Rubbish

    Got a letter from Gladstones, appealed that, and never heard anything again, that was October 2021, so just keeping my head down expecting a court summons to arrive at any time....
