Conservatory planning permission?

My detached house, which I bought about 9 years ago, has a tatty conservatory attached to it. I think the conservatory was added to the house about 20 years ago. The conservatory is about 4m wide (across the house), 3m deep (away from the house) and 3m high. One side of it is about 1m metre from a boundary with a neighbour. As far as I know, planning permission was never applied for.
I'm thinking of having it completely replaced with a better one, which would be the same width, but smaller in the other dimensions. I might want to sell the house in a few years, so I'm keen to get all the paperwork in order.
I'm wondering whether:
1. Should I apply for some kind of retrospective planning permission on the existing conservatory?
2. Should I apply for some kind of planning permission on the new conservatory before it is built?
A quick look at my local council website suggests I don't need either, but I've conflicting advice from conservatory salesmen.

Does your present conservatory have a dwarf wall.
Just replace all the roof, units and doors.
We have just done that with ours and it lookks spanking brand newmake the most of it, we are only here for the weekend.

I wouldn't make it any shallower (distance out from house) as that severely restricts the layout of furniture.

I'm in the process of moving house and have just had to confirm to the buyers solicitor that my conservatory isn't more than 3 metres deep, the surface area isn't more than 30m/s and the roof is more than 3/4 transparent material.
If you can answer yes to all three, then you won't need planning permission.

Email your planning department and ask them to check whether your permitted development rights have been removed. I believe that planning permission depends on whether you leave doors into the house from the conservatory.
i.e. if you remove doors, windows etc between house and conservatory you need permission.0
