As a former child protection social worker (moved to fostering now), I wouldn't worry too much. Firstly for any referral to get through to a social worker it would be fairly serious as our thresholds are now fairly high. You might get a visit off a family support worker/early help team depending on the area.
If it gets through to a duty and assessment social worker they will make contact and come out. It should be fairly obvious quite quickly whether it's a melicious referral or not. Social worker will have a chat, a look round the house and speak to a 13 year old. If everything checks out I doubt it will go any further
We had a phone call today from social services saying my girlfriends mother phoned them to say she haven't seen her for 4 weeks and when she's gone past she's seen my daughter in the window crying and the neighbours have told her she's always crying in the window. So what can we do as we are waiting for another call as the woman had to speak to her boss.
None of that is anything social services would be concerned about, perhaps beyond a phone call to check she's ok.

She's an adult, and assuming she has capacity, she can do as she wishes.
They will most likely do a welfare check as this could be a sign of domestic abuse, but it is likely to be limited to agency checks - ie checking with schools if they have any concerns, if they have seen your girlfriend etc.
My girlfriend phoned back social service and they said my daughter is always screaming in the window and she had a black eye so now we got to wait for a phone call.
And is there any truth in any of this? Is your daughter often at the window crying?
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

Now and again she does scream and shout at us when she cannot get her own way but what I don't understand is how can you tell if someone is crying in the window when you're driving past on a bus 30+ feet away. She's never had a black eye so I would like to know what her nan told them how she got it.

    Adult at 13 years old?
i misread what the OP wrote in fairness - my daughter in the window crying and the neighbours have told her she's always crying in the window. - as t it was a quote from the MIL, as in OPs partner MILs daughter.

    Same!
Mama read so much about the dangers of drinking alcohol and eating chocolate that she immediately gave up reading.
