If they don't want the risk, they don't need to travel.
Option A - Don't go on holiday and lose the money you paid for the holiday
Option B - Go on holiday and hope advice doesn't change but if it does risk losing pay from work.
Don't forget a lot of people booked holidays before COVID-19 became a global pandemic so didn't know there would be such high risks to booking a holiday. Even when the volcanic ash cloud caused flight disruption it didn't mean people missed two weeks of work.0
