2020 Green Homes Scheme (Grant)

As the vouchers are due at the end of September, I thought that I would call today to book my survey in.  I used the recommended site (Simple Energy Advice) and was given a number of installers.  I called a total of 9.  The first (and closest, I was transferred to 3 separate numbers (including local authorities), none of which said they could help because they did not have access to the information (or did not serve my area).  The 2nd closest, bluntly stated that they were not offering the deal at the moment.  The 3rd said that it was not available now.The 4th advised that they were not currently offering but were taking details as the finer points of the scheme were yet to be finalised.  The 5th-9th all said not offering.  To me, the deal is being offered to the public, but the tradesmen / contractors don't have the ins/outs of how it will work and so are non-committal.  It is a waste of time for all.  Why not finalise the details and then release to the public?  Typical cart before the horse fiasco.
