    Yes, I have had this too.  They say it with such conviction, you end up believing them!  The last one I went to see looked like a super model online but turned out to be a complete 5hithole in person.  I was told they had already had 3 people offering the asking price and when my viewing was booked, they had someone half an hour before me and someone straight after me.   Funny that the EA rocked up 5 minutes after I had arrived at my alllocated time slot and zoomed off in her car as soon as we finished!   4 months down the line, the property is still not sold.

    OP - I would offer just short of the asking price.  Who knows, they may accept it if they are after a quick sale.
