Accepted for Balance Transfer but unable to Transfer Money

No one has seemed to have answered your question.
Most likely Burton refuse balance transfers - they want to keep your debt with them as it makes it profitable for them. Vanquis do this for example. So Capital One's payment won't be accepted by them. 
Ask Capital One if they can transfer it to your bank account instead (some card providers, such as Marbles, do this). Of course you then need to pay it straight to Burton!
If you keep the Capital One card paid up then they will soon increase your credit limit in all likelihood - but you're perhaps unlikely to get another 0% offer from them.
As others have said, draw up a list of everything you spend in a month (use your bank statement to help) and then share it in the Debt Free Wannabe Forum (a very nice forum) and people will help you identify where you can save more money.
I know it feels tough but so long as you aren't using that Burton card it IS going down every month. I bet a few small changes could help it go down three times as fast! Which would be a good feeling.
