13.3

(1) In any other case, the court may set aside or vary a judgment entered under Part 12 if –

(a) the defendant has a real prospect of successfully defending the claim; or

(b) it appears to the court that there is some other good reason why –

(i) the judgment should be set aside or varied; or

(ii) the defendant should be allowed to defend the claim.

Having an artificially inflated claim amount seems like a good reason to set aside to me. You'd need to be very lucky to have the whole claim chucked out on that basis though.

My fault for mentioning how a claim can escalate out of all proportion. This is only likely in very specific circumstances and not for the majority of people that receive a PCN. Sorry that I mentioned this.
