Whats the law on returning card payments

Basically I made a card payment on Monday the company website said had declined so I tried it a few more times thinking the money is there so it must be a mistake.I found that they had tried to take my money despite cancelling the order.I was then told it would be back in my back in 2 to 3 working days, the payment is pending.Paypal told me they can cancel the payment at anytime but they haven’t done this.I always though it was immediately returned or should never have been taken if declined

2-3 days would be about right. No laws have been broken

There is no law.
If a payment is declined. You should be finding out why, before simply trying again.
Have any of the payments actually debited, or are they still sat pending.
Not sure on PayPals timescales, but had it of been a debit/credit card than you are looking at up to 14 days.

No laws involved. Wait a few days to see what happens to the pending transactions - and then if not back in your account, but confirmed as transactions with money debited, you'll have to work out your next steps. If it all gets returned - nothing further to worry about if you've told the supplier you are cancelling the order.

2-3 days is a bit tight IMO 3-5 working days and I would expect the pending to drop off.
