Can I swap NCB from one car to another (two cars both with own NCB earned)

Hello,
We have two cars and both has earned some NCB- one vehicle has 11 years ( earned through out the years with other vehicle and this current vehicle) and the other car has 5 years NCB (again earned on second vehicle and transferred onto new car when we bought it in January), now both premium expires at the same time and we have to insure both cars again- can I swap the NCB from older car that has earned 11 years to a newer vehicle that had on policy only 5 years NCB, and 5 years NCB to use with the older car? Is this legal? I have proof of NCB through the current insurers for both vehicles and would like to use a cheaper insurer from compare website.
