If you aren't sure what the rules are, check with the managing agent.
The parking space is probably under a separate licence rather than being part of the lease for the flat. The licence may well say that the space can only be used by the occupier of the flat.0 -

- the lease does not give you a legal entitlement to a dedicated space because it says nothing at all about parking, whether you use it for yourself or let it (although if you did let it, that would be ill advised, since you have no way to ensure it is available 24/7 to the person paying rent who thinks it is - unhappy person demands rent money back from you)
- anyone (resident or non resident) using the carpark is "invited" to act with a conscience because there are numbers there to make them feel like they should take note of the implication that spots are "allocated", but there is no signage or restrictions over who parks where to back it up .
- did you ask him to prove his claim in writing?
We cannot tell you what your management company may have in writing that you apparently may have missed.
