    it's terrible when this happens.  i have a horrible neighbour that is also a council tenant and she is not nasty but she is selfish and has no consideration for her neighbours.  we have managed to make up to a certain extent when i paid for an expensive fence that she was responsible for.
    so money often solves a lot of problem.  you could pretend to make up and bung her some money or gift to keep the cow happy.

    Report it. It may be that if she is warned off by the police that she will back off (and then as GDB2222  says) you would disclose it but would also be above to confirm that it has been resolved. 

    Do you know whether she owns or is a tenant? 
    Tenant. Only lived there about 18 months.

    if you want to sell your house, eat humble pie.  write her a letter to say that things have become uncomfortable between you and as neighbours this is bad.  say that all this bickering has made you worried and anxious and is having an effect on your health.
    you would like to get on with her as neighbours as this is the best thing for everyone.  ask her if she is interested in reconciliation and if she can suggest a way forward.  you could enclose a gift of some sort to smooth the way, like a box of chocolate.

    Perhaps, if you were cooped up in a flat for months, you'd want to celebrate, too? But, it does seem a bit of a risk.
