does this need to be declared as income? Mileage paid by the local authority so parent can take child with SEN to school instead of using school transport.

I wouldn't have thought so.
It's to cover expenses that would otherwise have to be paid by the council.
You may well be able to get tax relief on the mileage as well, it depends what the allowance is.
Might be worth having a chat with HMRC to see what they are saying.1 -

No it doesn't. My local authority used to pay me to take my daughter to college and it didn't affect any of my benefits. They do this when there's no taxi available to take them.

Thank you. They have a place on a mini bus but not sure how he’d cope so they’ve offered me mileage. Need to speak to work to see if they can offer me flexible hours to work around pickups0 -
You won't get tax relief on the mileage as that's a decent mileage rate and the relief might only be using car for work purposes anyway rather than expenses for something else.1
